Sheffield Wednesday Deals with a 'Significant Problem', Says Football Regulator

'We are going to be a part of football's future' - independent football regulator David Kogan

The Championship club's persistent issues represent a a "major concern" and the independent regulator is aiming to acquire authority to investigate clubs in comparable cases, the newly appointed chairman the regulator has announced.

Through a comprehensive talk, Kogan, who was recently selected, showed understanding towards supporters of the Owls.

The regulator engaged with four supporter groups associated with the football team in recent days.

The team have been struggling on and off the field in 2025, with the club missing wage payments on multiple instances, including in the autumn.

"Clearly Sheffield Wednesday has been a serious issue for football authorities and a major challenge for the sport," Kogan told.

"Sheffield Wednesday is one of the historic institutions for the English game and in recent days we have met supporters' organizations.

"Our aim is to acquire the ability... which will allow us to have Sheffield Wednesday - and other clubs referred to us if they require examination and addressed."

Financial Struggles and Leadership Concerns

The club's controversial proprietor Dejphon Chansiri indicated in the summer he would be prepared to relinquish control at their home ground, but he has been unable to finalize an agreement with potential new owners.

Missed wage deadlines on time in March and May caused limitations by the football authorities in June, preventing the club from carrying out any recruitment activities for the next three transfer windows, although that restriction was lifted in August.

Authority's Position

The chairman stated: "The job [of the regulator] is there for the fans of Sheffield Wednesday, teams facing challenges where fans are dedicated to a community organization that has represented their community in many cases.

"I have absolute sympathy for the team's plight, as I do for all the clubs that in modern times have encountered failure, or nearly ceased operations, for reasons that have nothing to do with the fans themselves."

When asked if the regulator could force an proprietor to divest a club if they are deemed unsuitable, the chairman responded: "Should the inquiry concern 'would we intervene in the final instance?', the reply is once we gather the evidence and understand the situation, we will."

But the regulator clarified that requiring chairmen to relinquish clubs would be considered the final option and the regulator would prefer to collaborate with owners.

"The final option we would consider is start getting involved with an particular organization, an particular chairman, without being able to work with that proprietor to address the challenges confronting the team and the owner's facing," the chairman stated.

"But the truth is, when you examine the past of the sport, over the recent generations there have been particular chairmen, few in number, but certain individuals who have acted carelessly in the manner they have operated their teams and eventually refuse to accept accountability for the coming years."

'Mistakes could erase significant advances'

The chairman convened with delegates from multiple organizations to detail the scope of the oversight body this week and stated it constituted a "forward-thinking discussion" with a "substantial involvement" from the lower divisions to the top flight.

"It's a job that's actually really important, because if errors are made, if the football community fails, the remarkable development accomplished could disappear rapidly," the regulator warned.

"And that's what nobody wants in the context of the English game is a huge success story - we need to continue the progress.

"Considerable investment flowing into the game and has come into football for the past two decades, because there are no assurances it will persist in entering the game, which is part of the rationale behind I think we have to maintain a focused outlook on potential dangers and naturally, of the coming seasons."

Top Flight Apprehensions

Top flight officials resisted the formation of an authority because of apprehensions regarding adverse consequences on the Premier League's sporting equality, but the chairman responded: "I'm absolutely committed to the prosperity and expansion as an financial organization of the top division.

"I of all people understand the worry about compromising the division as a high-quality offering of this country. But at the same time, if you talk to the Premier League after the recent gathering, they would have had a high level of reassurance -and, in fact, they have been informing us confidentially they have a high level of reassurance."

Political Connections

The regulator remains subject to a "thorough examination" by the public appointments commissioner after he revealed he contributed money to the Labour Party in the past.

The chairman contributed funds to Culture Secretary the minister's leadership bid, along with that of the now Prime Minister Sir Keir Starmer.

"I have fully disclosed my former ideological connection [with Labour], and that ideological connection terminated the day the parliamentary committee confirmed my selection," Kogan said.

"I am presently disconnected from any form of political activity."
